RELC Examinations Bureau
RELC Examinations Bureau was set up under the direction of MOE Singapore in 1989 for the purpose of administering professional public external examinations in Singapore. We administer various university examinations from prestigious institutions such as the University of London and University of Cambridge. Our clientele for professional bodies past and present includes ACCA, CFA, ISCA, Pearson, amongst others.
We support life-long learning and will continue to seek collaboration with examination and awarding bodies worldwide in order to meet the increasing demand of continuing education.

Aviation English Competency Test

Civil Aviation Authority of Singapore (CAAS) partnered with Southeast Asian Ministers of Education Organisation of Regional Language Centre (SEAMEO RELC) with its vast experience and expertise in linguistics and language education, conducts the aviation language testing, known as Aviation English Competency Test (AECT).
This is in line with the International Civil Aviation Organisation (ICAO) requirement that the English proficiency of pilots and air traffic controllers not only be standardized, but also be formally evaluated. Thus all holders of Singapore flight engineer licences or professional/private pilot licences shall demonstrate the ability to speak and understand the English language used for radiotelephony communications in accordance with ICAO holistic descriptors and language proficiency rating scale (Level 4 or above).
ICAO LANGUAGE PROFICIENCY RATING SCALE
The candidate’s overall English Language Proficiency level is determined by the lowest rating assigned in any of the language proficiency skills of the rating scale.
For instance, a candidate who is rated Level 4 for the category of Pronunciation but is rated Level 5 for all other categories will be given an overall proficiency rating of Level 4. Hence an individual must demonstrate proficiency at Level 5 in all categories in order to receive a Level 5, and so on for other higher levels.
Conduct of AECT
The AECT consists of a 20-minutes interview to observe and assess the natural response and language proficiency of each candidate. The test is conducted by two CAAS-authorised testers, both will be expert linguists from SEAMEO RELC.
The interview will be recorded for validation purpose. The interview consists of 3 parts as follow:

The result is released within a week after completing the AECT by CAAS Personnel Licensing office.
Registration and Test Details
Applicants must make reservation with RELC at least 4 weeks before the intended test date. Reservation is on a first-come first-served basis and each session can take up to a maximum of 8 test applicants only.

Cambridge Assessment English Test
RELC Examinations Bureau is the official Test Centre for Cambridge Assessment English (CAE) in Singapore.
Cambridge Assessment English provides a wide range of qualifications and tests which is globally recognised. From 2022, international students seeking admission into the Ministry of Education Primary Schools via the Admissions Exercise for International Students (AEIS) will need to take the relevant Cambridge A2 Key for Schools or B1 Preliminary for Schools test and meet or exceed the required scores to register for the AEIS-Primary Mathematics Test.

Important notes:
- There will be no walk-in registration.
- Test fees are non-refundable and non-transferable from one test to another or when a student withdraws or is absent from the test.
- Applications for the respective test dates will be accepted up to the registration deadline or when we reached the maximum capacity.
- The Speaking test may not be scheduled on the same date as the Reading, Writing & Listening test.
- Mode of Test fee payment will be: PayNow / Bank Transfer payment.
- Please note that once you have submitted the registration form, we will email you the payment details one day before the start of the payment period.
- Application will be considered void if payment is not received by the payment period OR when the maximum capacity have been reached for the specific test date.
- Strictly NO change of test date or replacement of candidate allowed after submission of application.
- RELC Examinations Bureau reserves the right to arrange candidates to sit their examinations together with other candidates in a combined seating arrangement in accordance with the examinations’ rules, regulations, terms and conditions.
Email Notification of Test:
- The Confirmation of Entry and Timetable which will contain the test entry details, test venue and reporting times will be email to candidates within five (5) working days prior to the test.

A2 KEY FOR SCHOOLS / B1 PRELIMINARY FOR SCHOOLS RESULTS AND CERTIFICATES
Results:
- Candidates are advice to register at the online Candidate Portal https://candidates.cambridgeenglish.org/Members/Login.aspx for the Results Service for Candidates website using their ID Number and Secret Number indicated on their Confirmation of Entry. The candidates will then receive an email notification from Cambridge when their results are released.
- The test results will be released by Cambridge online approximately 4 to 6 weeks after the test dates.
- Please note that it would not be possible for Cambridge to release the results earlier than the official released date.
- The Statement of Results can be viewed and downloaded from the Candidate Portal once available.
Certificates:
- We will email the Cambridge Certificate collection period once we receive the certificates from Cambridge approximately three (3) months after the test date.
- Please note that all certificates are kept for ONE YEAR from the test date. After which, the certificates will be securely destroyed. NO REPLACEMENTS WILL BE ISSUED.

Sixth Term Examination Paper (STEP)

RELC Examinations Bureau (RELC EB) is an authorised Test Centre to administer the Sixth Term Examination Paper (STEP).
STEP Mathematics is an examination designed to test candidates on questions that are similar in style to Undergraduate Mathematics. There are two STEP examinations: STEP 2 and STEP 3. Students are usually required to sit either STEP 2 or STEP 3 or both papers, depending on the requirements of the universities you are applying to.
STEP is used by the University of Cambridge, the University of Warwick and Imperial College London. Please check the details of your course(s) to confirm if you are required to take STEP as part of the application process. If you are in any doubt, please contact the University directly. Other Universities sometimes ask candidates to take STEP as part of their offer – in such cases, the University can advise on which papers to take.
There are candidates who take STEP papers as a challenge.
Test Information
The duration of each STEP paper is 3 hours. Candidates are usually required to sit either one or two of the examinations, depending on the requirements of the universities they have applied to.
A lined answer booklet is provided for each paper. Graph paper is not provided, as the test requires only sketches, not detailed graphs. There is no formulae booklet for STEP Mathematics examinations..

Submission of Online Registration Form
Important points to take note:
- Once we receive your email with full contact details, we will provide you a link for you to complete the online Registration Form.
- For payment made to RELC EB from 1 March to 29 April 2025, the Online Registration Form must be submitted to RELC EB within the same day of payment.
- For payment made on 30 April 2025 by 5.00pm Singapore Time, the Online Registration Form must reach RELC EB no later than 30 April 2025, 5.00pm Singapore Time to avoid invalid registration. Walk-ins will not be entertained.
Registration will only be confirmed upon successful payment of the test(s) to RELC EB AND upon receipt of relevant documents by RELC EB.
Withdrawal and Refund
Terms and Conditions for Refund
- The Test Fees consist of Standard Entry Fee and Centre Administration Fee.
- For any withdrawal request submitted by 30 April 2025 12.00pm Singapore Time, only Standard Entry Fee is entitled to a refund. Centre Administration Fee is non-refundable and non-transferable. Please refer to the receipt for the breakdown.
- An administrative fee of SGD 54.50 (inclusive of GST) will apply to all refunds.
- For withdrawal requests:
- Please email your Full Name, NRIC or Foreign Identification Number, mobile number and a copy of the payment receipt to caat@relc.org.sg. We will provide you the refund form for your completion
- The refund form and any supporting document(s) have to be duly completed and reach RELC EB by 30 April 2025, 5.00pm Singapore time. Any late or incomplete submission of the documents will not be entertained and any payment made will be forfeited
- Payment of refund will be made approximately two months after the date of submission of the withdrawal request
- Any request for withdrawal submitted would be considered final and the entry will NOT be reinstated
- Refund will be reimbursed directly to the applicant’s nominated bank account through PayNow.
- No interest is payable on any sum owed or owing to the applicant.
- RELC EB reserves the right to offset the amount of any overpayment made in error against any liability of the applicant (including any future debt) that may be owing to RELC EB.
- RELC EB reserves the right at any time to change the condition for refund without prior notice.

Pearson Test of English Academic (PTE Academic)

RELC is an official Pearson Test of English Academic (PTE Academic) Authorised Test Centre.
The PTE Academic is an English language test designed to assess the readiness of non-native English speakers to participate in a university-level English language instruction program and to work in an English-speaking environment. Pearson created PTE Academic in response to demand from institutions, government and other organizations for a more accurate way of testing non-native English language students who enter the English-speaking academia world and working environment.
