Important: Two-Stage Registration Process for October/November 2021 Real Estate Salesperson (RES) Examination

The Council for Estate Agencies (CEA) has decided to conduct an additional RES examination in November 2021, on a one-off basis, given the reduced examination capacity due to the COVID-19 pandemic. The indication of interest to register for both the October and November 2021 RES examinations would be conducted at the same time, for a total examination capacity of about 6,000 candidates, up from 3,000 candidates in the August 2021 RES examination.

 

There will be a two-stage registration process for the October/November 2021 RES examination. Please note the dates of the respective stages.

 

STAGE 1: INDICATION OF INTEREST ON FORMSG (20 TO 21 SEPTEMBER 2021)

Applicants with a valid RES course completion certificate and have completed their RES course before 20 September 2021 are eligible to indicate their interest to sit for the October/November 2021 RES examination on FormSG from 9am on 20 September 2021 to 6pm on 21 September 2021.

 

Please note that you should only submit one choice of examination slot. Applicants who submit more than one form will be disqualified immediately. No appeals will be entertained.

 

The FormSG link to indicate your interest and choice of examination slot can be found below and on RELC’s website. 

 

We expect high web traffic on RELC’s and CEA’s websites during Stage 1. To avoid any delay in your indication of interest, download the infographic onto your device in advance to access the FormSG link directly to register your interest.

 

 

Please note that the link will only be activated for use at 9am on 20 September 2021.

 

Seats will be assigned on a first-come, first-served basis to applicants who

  • have successfully submitted their indication of interest based on their choice of examination slot, and
  • have met the eligibility criteria.

 

RELC will contact the successful applicants from 22 to 24 September 2021 to provide further instructions on Stage 2 of examination registration at the RELC website.

 

Those who are not shortlisted will be informed by email by 24 September 2021. Some applicants who are not shortlisted may be placed on the waitlist and will be informed accordingly.

 

STAGE 2: EXAMINATION REGISTRATION

Shortlisted applicants will receive an email from RELC and should follow the instructions in the email to complete the October/November 2021 RES examination registration at RELC’s website. Shortlisted applicants who do not complete the examination registration process by the deadline stated by RELC will have their seats allocated to those on the waitlist.

SAFE MANAGEMENT MEASURES

RELC will continue to implement the following Safe Management Measures (SMM) in line with the guidance from the Multi-Ministry Taskforce to ensure that the RES examination is held in a safe manner:   

a. A capacity limit of 50 persons for each room;

b. Maintaining a distance of at least 1.5 metres between candidates;

c. Use of TraceTogether-only SafeEntry (TT-only SE) or SafeEntry Gateway (SEGW) at entrances of premises;

d. Staggered timings for reporting and dismissal;

e. Wearing of masks throughout the examination;

f.  Dedicated access to toilets for each zone and staggered toilet usage (where possible); and,

g. Cleaning of rooms and toilets after each examination session.

 

The capacity for each run of the examination may be adjusted based on the prevailing SMM guidelines to safeguard public health and safety.

 

All candidates are required to adhere to all SMM imposed during the examination days.​

 

NOTE: Failure to comply with the prescribed measures or false declaration via the TraceTogether-only SafeEntry will result in candidates being disqualified from the examination and you may be barred from taking future examinations.

 

The conduct of the RES examination is based on the prevailing COVID-19 measures. Should there be changes in the COVID-19 measures that affect the conduct of the October/November 2021 RES examination, CEA will inform the candidates accordingly.

RES EXAM REQUIREMENT (upon announcement of registration)

  • During the registration process, applicants are required to upload the required supporting documents i.e. course completion certificate, local education certificate and CEA qualification assessment e-letter (for applicants with non-local education certificate). Please be ready with the supporting documents prior to logging in to the account for registration to shorten the process.

 

  • Candidates will need to complete the RES Course before applying for the RES Examination. Candidates must submit a copy of the RES Course Certificate when they register for the RES Examination.

 

  • If you have failed both papers OR if you are a fresh candidate, please DO NOT select Modular Sitting, that is, you cannot choose only one paper. You must select Full Sitting. Modular Sitting is only applicable for candidates who have passed 1 paper of the RES Examination. No top-up of exam registration fee to the Full Sitting amount is allowed if you proceeded to register and pay for the Modular Sitting for which you are not eligible.

 

  • For candidates taking Full Sitting, you cannot register for Paper 1 & 2 separately under different exam slots.

 

  • Under no circumstances will RELC and CEA be able to refund the examination fee or administrative fee once the candidate has made payment.

Important Notice: Following PM Lee’s announcement on 21 April 2020 that the circuit breaker period will be extended till 1 June 2020, the Ministry of Health (MOH) has implemented tighter measures to minimise further spread of COVID-19. In particular, an elevated set of safe distancing measures has been implemented from 22 April 2020 to 1 June 2020 (both dates inclusive). During this period, schools and workplace premises will be closed, save for very essential services. The Government has urged all Singaporeans to minimise movements and interactions in public and private places, and stay home unless necessary for essential purposes. For the safety of all candidates and the community, CEA will abide by MOH’s advisories and will cancel the June 2020 RES examination. We are monitoring the situation closely and will work towards confirming the next available examination date, to give candidates an opportunity to sit for the examination as soon as possible. Updates will be posted on the CEA and Regional Language Centre (RELC) websites. We are aware that the cancellation of the June 2020 RES examination will impact those who had prepared and intended to register for the examination, especially candidates who had registered for the February 2020 RES examination that was also cancelled. Hence, we will be giving priority to candidates who had registered for the February 2020 RES examination to register for the next available examination. RELC will be writing directly to these candidates when the next examination date has been confirmed. In addition, we will be extending the course certificate validity period by one year for course participants who had completed the RES course on any date from 22 February 2018 to 30 April 2020 (both dates inclusive). As we expect a higher demand for the next available RES examination, we seek the understanding of course participants who complete the RES course after 30 April 2020 that they may not be able to register for the next available examination. This is because priority will be given to candidates who had registered for the February 2020 RES examination that was cancelled. CEA Real Estate Salesperson (RES) Examination

Under the new regulatory framework administered by the Council for Estate Agencies (CEA), one of the registration criteria for property agents is that they must pass the CEA’s Real Estate Salesperson (RES) Examination or have equivalent qualification. This is to ensure that property agents intending to do estate agency work are well-qualified, professionally competent and possess a basic level of knowledge in real estate industry and property related matters.

#1 - If you have failed both papers OR if you are a fresh candidate, please DO NOT select Modular Sitting, that is, you cannot choose only one paper. You must select Full Sitting.

As announced in June 2020, CEA has extended the RES course certificate validity period by one year for course participants who have completed the RES course on any date from 22 February 2018 to 30 April 2020 (both dates inclusive).

 

CEA will be extending further the course certificate validity period by one year for course participants who had completed the RES course on any date from 1 May 2020 to 30 April 2021 (both dates inclusive).

EXAM FORMAT

Duration

2 hours 30 minutes for each paper.

 

Paper 1 (100 Marks)

Section A: 50 MCQs (50 marks).

Section B: 15 MCQs with reference to 1 or 2 case studies (30 marks).

Section C: 10 Fill-in-the-blank short answer questions (20 marks).

 

Paper 2 (100 Marks)

EXAM SYLLABUS

The current RES examination syllabus was revised and took effect from 1 Jan 2017.

Please note that candidates will not be tested on Government policy changes announced or implemented within one month before the examination.

EXAM FEES

The examination fees are $417.30 (incl. GST) for 2 papers and $235.40 (incl. GST) for each individual paper.

 

Please note that examination fees are subjected to revision and may be changed without prior notice.

 

The accepted payment modes for the examination fees are:

(Credit/Debit Card: Mastercard/Visa), or

 

2.  Direct Credit (i-banking/Bank Transfer) - For Online Registration with Offline Payment Mode.

How do I register and make payment for the Examination?

To register, click on the Apply Now! icon at the top of this page. (Kindly refer to the registration period accordingly).

 

Before you can make payment for your examination, you must ensure the following has been completed:

- Upload the required documents for your examination registration.

You will be contacted by RELC should there be any incomplete registration.

When can I expect to receive the Examination results?

The RES Examination results are released 4 – 6 weeks after the examination is held.

Notification of results will be emailed to all candidates as soon as possible.

Can I defer or cancel my examination any time before the Examination Day?

Candidates are allowed to defer their examination, up till 5 working days after the examination, under the following circumstances:

 

1. Hospitalisation on the day of examination

2. Bereavement of next of kin

3. National Service duties that cover the day of the examination

4. COVID-19 related reasons (e.g. Quarantine Order, Stay-Home Notice, contact with suspected COVID-19 case etc.)

 

Please note that medical certificates (MC) issued by hospitals and clinics would not be accepted as valid reasons to defer the examination.
 

Candidates who are recalled for National Service (NS) duties or hospitalised during the examination day may submit an application to defer their examination. Candidates who have bereavement cases would be allowed to defer their examination on compassionate grounds.


Candidates who are unable to turn up for the examination would be considered “absent” and fail the examination.


Candidates are required to submit the relevant supporting documents to RELC Examinations Bureau via email within 5 working days from the examination date.


An administrative fee of S$107 (incl. GST) will be levied on each examination deferment application.


Candidates who were approved for deferment would be allowed to attempt the next examination only. Candidates would not be allowed to select their next examination date.


Under no circumstances will RELC Examinations Bureau be able to refund the examination fee or administrative fee once the candidate has made payment.

What happens if I am absent on the Examination Day?

If you are absent from an examination, it is deemed that you have failed the examination that you have registered for.

 

Candidates who are recalled for National Service (NS) duties or hospitalised during the examination day may submit an application to defer their examination.

 

Candidates who have bereavement cases would be allowed to defer their examination on compassionate grounds.

 

Please note that medical certificates issued by hospitals and clinics would not be accepted as valid reasons to defer the examination.

 

CEA may consider COVID-19 related reasons (e.g. Quarantine Order, Stay-Home Notice, contact with suspected COVID-19 case etc.) for deferment application.

 

Candidates must submit the relevant supporting documents to RELC Examinations Bureau via email within 5 working days from the examination date.

 

All deferments are subjected to the approval of RELC Examinations Bureau. An administrative fee of S$107 (incl. GST) will be levied on each examination deferment application.

 

No refund of the examination fees will be made for candidates who are unable to attempt the examination on the examination date.

Can I appeal to review my Examination results?

Candidates may appeal to reassess their results by writing in to RELC Examinations Bureau at RES@relc.org.sg to obtain the Appeal Form.

 

The form and payment are to be submitted within 5 working days after the results are released.

 

Candidates may only appeal for the failed examination paper.

 

The appeal outcome will be sent via email within 14 working days after the appeal submission closing date.

 

Candidates will not be shown their answer scripts.

 

An administrative fee of $64.20 (incl. GST) per appeal application will be levied.

 

Candidates are advised not to register for the next exam until the appeal outcome is out.

FUNDING

The only funding available for RES Exam is funding supported by Union Training Assistance Programme (UTAP).

 

UTAP Funding has been approved for the RES Examination for a period from 1 Apr 2019 to 31 Mar 2020 & new FY 1 Apr 2020 to 31 Mar 2021.

 

RES Candidates who are NTUC Members MUST BE PRESENT for the Exam, and to file the claim AFTER sitting for the Exam.

 

Claim has to be submitted before the submission deadline stated on the UTAP Website.

 

NTUC Members enjoy 50% unfunded course (exam) fee support for up to $250 each year when sign up for courses (exams) supported under UTAP.
