Notice: Cancellation of June 2020 Real Estate Salesperson (RES) Examination

Following PM Lee’s announcement on 21 April 2020 that the circuit breaker period will be extended till 1 June 2020, the Ministry of Health (MOH) has implemented tighter measures to minimise further spread of COVID-19. In particular, an elevated set of safe distancing measures has been implemented from 22 April 2020 to 1 June 2020 (both dates inclusive). During this period, schools and workplace premises will be closed, save for very essential services. The Government has urged all Singaporeans to minimise movements and interactions in public and private places, and stay home unless necessary for essential purposes.

 

For the safety of all candidates and the community, CEA will abide by MOH’s advisories and will cancel the June 2020 RES Examination.

 

We are monitoring the situation closely and will work towards confirming the next available examination date, to give candidates an opportunity to sit for the examination as soon as possible. Updates will be posted on the CEA and Regional Language Centre    (RELC) websites.

 

We are aware that the cancellation of the June 2020 RES Examination will impact those who had prepared and intended to register for the examination, especially candidates who had registered for the February 2020 RES Examination that was also cancelled.

 

Hence, we will be giving priority to candidates who had registered for the February 2020 RES Examination to register for the next available examination. RELC will be writing directly to these candidates when the next examination date has been confirmed.

 

In addition, we will be extending the course certificate validity period by one year for course participants who had completed the RES course on any date from 22 February 2018 to 30 April 2020 (both dates inclusive).

 

As we expect a higher demand for the next available RES examination, we seek the understanding of course participants who complete the RES course after 30 April 2020 that they may not be able to register for the next available examination. This is because priority will be given to candidates who had registered for the February 2020 RES Examination that was cancelled. Course participants who complete the RES course after 30 April 2020 should register for later examination dates instead.

CEA Real Estate Salesperson (RES) Examination

Under the new regulatory framework administered by the Council for Estate Agencies (CEA), one of the registration criteria for property agents is that they must pass the CEA’s Real Estate Salesperson (RES) Examination or have equivalent qualification. This is to ensure that property agents intending to do estate agency work are well-qualified, professionally competent and possess a basic level of knowledge in real estate industry and property related matters.

 

IMPORTANT NOTICE:

With the tighter measures announced by the Government on 21 April 2020 to further minimize the spread of COVID-19 in Singapore, the temporary closure of SEAMEO RELC’s office will be extended from 4 May 2020 till further notice from the authorities.   • Frequently-asked questions (FAQs) on the 27 and 28 June 2020 Real Estate Salesperson (RES) Examination cancellation:

Q1: Why did CEA cancel the 22 and 23 February 2020 RES Examination?

A1: The RES examination is a large-scale examination involving many candidates. Following the raising of the Disease Outbreak Response System Condition (DORSCON) status to Orange due to COVID-19 on 7 February 2020, CEA received many requests from candidates to either defer or cancel the February 2020 RES Examination.

 

CEA cancelled the examination so as to minimise the risks to the health and safety of candidates, and to prevent the spread of COVID-19. 

 

Q2a: If the COVID-19 situation improves, when will CEA hold the next RES Examination?

Q2b: Will it be in October 2020 as scheduled?

Q2c: Will CEA organise additional examination(s) between July and the end of 2020 to make up for the cancelled examinations in February and June 2020?

A2: In view of the fluid COVID-19 situation, CEA will closely monitor the situation and abide by MOH’s advisories. We will work towards confirming the next available examination if and when the situation permits to give candidates an opportunity to sit for the examination. Updates will be posted on CEA and RELC’s websites.

 

Q3: When the registration for the next available RES examination opens, will there be a shortage of places due to the higher demand built up from the cancelled February and June 2020 examinations? Will CEA impose a quota on the number of places for the RES examinations from now on?

A3: For the safety of all examination candidates and the community, CEA will abide by MOH’s advisories and is considering a fixed number of candidates per seating when we resume the RES examinations. As we expect that there would be a higher demand for the next available examination due to the cancelled February and June 2020 examinations, we will thus be extending the course certificate validity period by one year for course participants who had completed the RES course on any date from 22 February 2018 to 30 April 2020 (both dates inclusive), so that these course participants will have a longer window to register for the exam.

 

We seek the understanding of course participants who have completed and complete the RES course after 30 April 2020 that they may not be able to register for the next available examination, and they should register for later examination dates instead.

 

Q4: Why is CEA considering setting a limit on the size of the candidature for RES examination? There was no such limit in past examinations.

A4: Given the public health considerations due to COVID-19, we have to set a limit on the number of candidates who can sit for the examination to comply with the safe distancing measures. This is to keep candidates safe, while ensuring examination integrity and logistical efficiency.

 

Q5: How will candidates who registered for the February 2020 RES Examination be informed of their priority status and/or when they can register for the next examination?

A5: When the next examination date has been confirmed, RELC will be writing directly to these candidates to provide them with information on registration for the examination.

 

Q6: Why is CEA giving priority to and extending the RES course certificate validity for candidates who had registered for the February 2020 RES Examination?

A6: In view of the fluid COVID-19 situation, CEA announced the cancellation of the February 2020 RES examination after these candidates had successfully registered to sit for the examination. The cancellation was necessary to ensure the safety of the candidates and the community. Hence, it is fair and reasonable to give them the first opportunity to sit for the next available examination.

 

Q7: Due to the cancellation of the February and June 2020 RES Examinations, the next RES examination may take place after the expiry of my RES course completion certificate validity. Do I have to retake the RES course then?

A7: CEA has decided to extend the RES course completion certificate validity period by a year for those course participants who completed the RES course between 22 February 2018 and 30 April 2020 (both dates inclusive).

 

For example, if you had completed your RES course on 1 March 2018, your course completion certificate will be valid until 1 March 2021.

 

As we expect a high demand to sit for the RES examination, CEA will give priority to candidates who successfully registered for the February 2020 RES examination that was cancelled. We seek the understanding of other course participants who may not be able to register for the next examination when it is resumed.

 

Q8: Will CEA be looking at increasing the number of venues for the upcoming examinations to accommodate the increase in the number of candidates?

A8: In view of the fluid COVID-19 situation, CEA will closely monitor the situation and abide by MOH’s advisories for the safety of all candidates and the community.

 

As the availability of venues is a major factor in conducting the examinations, we are exploring other possible examination venues.

RES FEB 2020 EXAM

IMPORTANT NOTICE:

 

  • The Disease Outbreak Response System Condition (DORSCON) due to the COVID-19 (Coronavirus Disease 2019) was raised to Orange on the evening of 7 February 2020, and remains at the level as of 10 Feb 2020.  In view of the higher level of public health threat posed by the COVID-19, CEA has cancelled the Real Estate Salesperson (RES) Examination on 22 and 23 February 2020.  Candidates will receive a notice from SEAMEO Regional Language Centre (RELC) on the cancellation and instructions on the refund of examination fees.

 

REFUND PROCESS:

 

  • RELC has processed the refund to all candidates registered for the RES FEB 2020 EXAM.

 

  • Kindly check your Bank/Credit Card Statement (March/April) for the refund.

 

  • Please contact us at res@relc.org.sg should you still not receive your refund.

 

 

 

THE UTAP (Union Training Assistance Programme) FUNDING

FUNDING INFORMATION:

 

  • UTAP Funding has been approved for the RES Examination for a period from 1 Apr 2019 to 31 Mar 2020 & new FY 1 Apr 2020 to 31 Mar 2021.

 

  • RES Candidates who are NTUC Members MUST BE PRESENT for the Exam, and to file the claim AFTER sitting for the Exam.

 

  • Claim has to be submitted before the submission deadline stated on the UTAP Website.

 

  • NTUC Members enjoy 50% unfunded course (exam) fee support for up to $250 each year when sign up for courses (exams) supported under UTAP.

 

  • Please be advised to constantly check the U Portal for updates on supported programmes.

EXAM FORMAT

Duration

2 hours 30 minutes for each paper.

 

Paper 1 (100 Marks)

Section A: 50 MCQs (50 marks).

Section B: 15 MCQs with reference to 1 or 2 case studies (30 marks).

Section C: 10 Fill-in-the-blank short answer questions (20 marks).

 

Paper 2 (100 Marks)

Same format as Paper 1.

EXAM SYLLABUS

The current RES examination syllabus was revised and took effect from 1 Jan 2017.

Please note that candidates will not be tested on Government policy changes announced or implemented within one month before the examination.

EXAM FEES

The examination fees are $417.30 (incl. GST) for 2 papers and $235.40 (incl. GST) for each individual paper.

 

Please note that examination fees are subjected to revision and may be changed without prior notice.

 

The accepted payment modes for the examination fees are:

1.  Direct Credit - For Online Registration with Offline Payment Mode.

(You will receive instructions through email on how to make payment via Direct Credit once you submit your exam registration), or

 

2. PayNow (Scan QR) - For Walk-in Registration Over the Counter.

3. Stripe Payment - For Online Registration Only.

IMPORTANT INFORMATION
How do I register and make payment for the Examination?

To register, click on the Apply Now! icon at the top of this page. (Kindly refer to the registration period accordingly).

 

Before you can make payment for your examination, you must ensure the following has been completed:

- Upload the required documents for your examination registration.

[ eg. RES Course Completion Certificate, Highest Qualification Certificate, CEA Assessment Letter AND/OR Results Slips within the timeframe of 2 years (for re-takers only) ].

 

Once payment is made, you will receive your receipt via email / over-the-counter, and your registration is deemed to be completed and in order. Otherwise, you will be contacted by RELC should there be any incomplete registration.

 

Should your examination registration be rejected, please note that your fees will not be refunded.

When can I expect to receive the Examination results?

The RES Examination results are released 4 – 6 weeks after the examination is held.

Notification of results will be emailed to all candidates as soon as possible.

Can I defer or cancel my examination any time before the Examination Day?

Candidates are allowed to defer their examination, up till 5 working days after the examination, under the following circumstances:


(i) Hospitalisation \ Warded on examination day
(ii) Bereavement of next of kin
(iii) NS Duties on examination day

 

Please note that medical certificates (MC) issued by hospitals and clinics would not be accepted as valid reasons to defer the examination.
 

Candidates who are recalled for National Service (NS) duties or hospitalised during the examination day may submit an application to defer their examination. Candidates who have bereavement cases would be allowed to defer their examination on compassionate grounds.


Candidates who are unable to turn up for the examination would be considered “absent” and fail the examination.


Candidates are required to submit the relevant supporting documents to RELC Examinations Bureau via email within 5 working days from the examination date.


An administrative fee of S$107 (incl. GST) will be levied on each examination deferment application.


Candidates who were approved for deferment would be allowed to attempt the next examination only. Candidates would not be allowed to select their next examination date.


Under no circumstances will RELC Examinations Bureau be able to refund the examination fee or administrative fee once the candidate has made payment.

What happens if I am absent on the Examination Day?

If you are absent from an examination, it is deemed that you have failed the examination that you have registered for.

 

Candidates who are recalled for National Service (NS) duties or hospitalised during the examination day may submit an application to defer their examination. Candidates who have bereavement cases would be allowed to defer their examination on compassionate grounds. Please note that medical certificates issued by hospitals and clinics would not be accepted as valid reasons to defer the examination.

 

Candidates must submit the relevant supporting documents to RELC Examinations Bureau in person within 5 working days from the examination date.

 

All deferments are subjected to the approval of RELC Examinations Bureau. An administrative fee of S$107 (incl. GST) will be levied on each examination deferment application.

 

No refund of the examination fees will be made for candidates who are unable to attempt the examination on the examination date.

Can I appeal to review my Examination results?

Candidates may appeal to reassess their results by writing in to RELC Examinations Bureau at RES@relc.org.sg to obtain the Appeal Form.

 

The form and payment are to be submitted within 5 working days after the results are released.

 

Candidates may only appeal for the failed examination paper.

 

The appeal outcome will be sent via email within 14 working days after the appeal submission closing date.

 

Candidates will not be shown their answer scripts.

 

An administrative fee of $64.20 (incl. GST) per paper per transaction will be levied.

 

Candidates are advised not to register for the next exam until the appeal outcome is out.
